HR Agency & Labour Dispatching


As a professional legal entity, Beijing CPEC Interprise Management & Service Co., Ltd. (hereinafter referred to as CPEC) mainly engages in human resource services including human resources agency service and labor dispatching service, as well as fiscal and taxation outsourcing and commercial and consulting services. CPEC follows the tenet of Credit, Profession, Efficiency, Cooperation to offer the following professional human resource services:

 

The Social Security System 

To arrange payment of social insurance and housing fund for staff:

1. Old-age Insurance;

2. Unemployment Insurance;

3. Work Injury Insurance;

4. Maternity Insurance;

5. Basic Medical Insurance;

6. Accumulated Public Housing Fund;

7. Social Insurance for foreigners working in China.

 

Supplementary Medical Insurance System

1. Reimbursement of Outpatient and Hospitalization Expenditure;

2. Reimbursement of Outpatient and Hospitalization Expenditure for children under 18 years old.

 

Welfare System

1. Subsidy for visiting relatives in China mainland;

2. Subsidy for one-child families;

3. Subsidy for professional learning and training;

4. Subsidy for Coal Heating or Collective Heating in Winter;

5. Health Examination;

6. Entertainment and recreation.

 

The Commercial Insurance System

1. Accident Insurance and Additional Accidental Injury Medical Insurance: The annual standard insurance amount is RMB120,000.00 including accident insurance of RMB100,000.00 and additional medical insurance of RMB20,000.00;

2. Term Life Insurance: The annual standard insurance amount includes accidental death insurance of RMB100,000.00, disease death insurance of RMB100,000.00;

3. Property Insurance: The annual standard insurance amount is RMB20,000.00;

4. Accident & Term Life Insurance: The annual standard insurance amount includes accidental death insurance of RMB200,000.00 (including overseas accidents), disease death insurance of RMB100,000.00, accidental disable insurance of RMB100,000.00 and accidental injury

medical insurance of RMB20,000.00;

5. Hospitalization Insurance: Daily hospitalization subsidy of RMB80.00 (within 180 days), daily cancer hospitalization subsidy of RMB180.00 (within 180 days), annual operation subsidy varying from RMB500.00 to RMB5,000.00.

 

Human Resource Services

1. To make salary and personal income tax payment on behalf of the clients;

2. To keep the personnel file of Chinese staff and calculate their working age continuously;

3. To transact the procedures of transferring personnel file and social insurance;

4. To Provide all kinds of certificates and legal documents including materials for going abroad, marriage/divorce, child birth, continuous education, professional title examination, house purchase and notarization to staff whose personnel files are kept in CPEC;

5. To assist the enterprises in recruiting various staff and provide labor affairs agency service according to the employment standard and plan of the enterprises;

6. To transact the recruitment procedures for those whose personnel file are kept at the sub-district offices and the current year's graduates from technical secondary schools, high schools, professional senior high schools and vestibule schools;

7. To transact the procedures of accepting the current year's Beijing native graduates;

8. To transact the procedures of accepting the current year's non-Beijing undergraduates and transferring their permanent residence cards to Beijing;

9. To transact the recognition of one-year probation and professional title procedures for Beijing native graduates and non native graduates with Beijing registered permanent residence card;

10. To transact the accepting procedure for those with overseas educational experience and helping them to transfer their permanent residence cards to Beijing;

11. To transact the accepting procedure for demobilized soldiers;

12. To assist spouses living apart (one in Beijing, the other not) in applying for transferring the other's permanent residence card to Beijing;

13. To transact the personnel file transferring and unemployment insurance premium drawing procedures for unemployed staff or staff quitting the job at the sub-district offices where their permanent residence cards belong.

14. To transact retirement, pension drawing and medical security procedures for retired staff;

15. To accept and transfer staff's relationship as Chinese Communist Party Membership, Chinese Communist Youth League Membership and the Trade Union Membership; to pay the membership dues to the Party, League and Trade Union on behalf of the staff; and to organize various activities among the Party, League and Trade Union members.

 

Various Certificates Service

1. Application of Frontier Card for Chinese staff who plan to travel on business to coastal/ frontier cities and special economic zones;

2. To assist Chinese staff with procedures of going abroad and traveling to frontiers on business;

3. To assist Chinese staff in applying for Hong Kong and Macao Pass on business;

4. To apply for Beijing Employment and Residence Certificate on behalf of Chinese staff from outside Beijing;

5. To provide collective permanent residence card keeping service;

6. To provide Birth Control Service Card and Single Child Certificate to staff whose personnel file are kept at CPEC.;

7. To assist staff from overseas, Hong Kong and Macao who are working at enterprises in applying for Certificate of Employment, visa extension and Residence Permit;

8. Application, extension and cancellation for various certificates (including the Bureau of Commerce, the Administration Bureau for Industry and Commerce, the Public Security Bureau, the Taxation Bureau, the Customs, the Statistical Bureau, the Technical Supervision Bureau, the Foreign Currency Administration Bureau, the Social Insurance Center, etc.).

(Note: All fees charged by the above authorities should be paid by the enterprises.)

 

Other Services

1. To publicize and provide training of labor laws, policies, foreign languages and professional technical knowledge to staff;

2. To assist Chinese staff in handling social and family problems;

3. To provide consulting services regarding policies of human resource, labor affairs and social insurance to Chinese staff;

4. Various professional translation service (including written, oral, consecutive interpretation and simultaneous interpretation);

5. To provide professional finance and taxation consulting services;

6. To assist staff in transacting mortgage procedures with public accumulated housing fund;

7. To issue invitation letters for single, twice or multiple travels to foreigners coming to China;

8. To issue invitation letters for Employment Permit and Visa Z to foreigners;

9. To provide consulting services on changing the international driving license of foreigner into Chinese driving license;

10. To provide labor dispute and arbitration consulting services to enterprises and Chinese staff;

11. To provide public relationship services to the enterprises;

12. Headhunting Service;

13. To provide free blood donation services, including contacting safe and legal blood donation channel, and handling Blood Donation Certificate;

14. To assist enterprises in arranging donation issues to public welfare activities including the Hope Project and natural disasters.

(Note: All fees charged by the above-mentioned authorities should be paid by the enterprises.)
